Goal

This training course is based on the application of ICAO’s policies on user charges.

This immersive course introduces the core principles of airport economics and finance, then guides you step by step through the building blocks of aeronautical charges — from establishing the cost base and traffic forecasts, to allocating costs across services, structuring tariffs, and ensuring alignment with international best practice as set out in ICAO’s Policies on Charges (Doc 9082).

Through interactive discussions, real-world case studies, and hands-on calculations, you will develop the practical expertise needed to navigate policy considerations and economic oversight of airport charges with confidence. Whether your focus is revenue management, strategic planning, or regulatory affairs, you will leave with actionable tools to design sustainable charging frameworks and deliver measurable results consistent with international best practice.


Learning Objectives

By the end of this course, participants will be able to:

  • ·      Explain the economic characteristics of airports and air transport demand, and assess how these influence revenue generation and pricing strategies.
  • ·      Apply the financial building-block methodology (OPEX, depreciation, RAB, WACC) to design and evaluate airport charges under single-till, dual-till, and hybrid regulatory models.
  • ·      Interpret and implement the key charging principles set out in ICAO’s Policies on Charges (Doc 9082) to ensure compliance with international best practice.
  • ·      Prepare and lead effective airport–airline user consultations, articulating transparent, data-driven justifications for proposed charges.
  • ·      Analyze and monitor competition, market structures, and market power, and evaluate their implications for regulatory oversight and differentiated pricing strategies.
