Goal

The course provides trainees with the knowledge required to plan and manage air navigation services in accordance with ICAO Air Navigation Services guidance material and international best practices.


Learning Objectives

After successful completion of the course, trainees will be able to:

  • Identify the ANS requirements demanded by air transport users;
  • Explain the interaction between the different ANS, including the fundamentals for their provision, as well as the technical and human means involved;
  • Characterize the air navigation institutional framework, including different functions, roles and responsibilities;
  • Characterize the legal framework applicable to the provision of air navigation services (international, regional and national legislation), its purposes and background;
  • Describe the technical and institutional measures to improve ANS and cope with existing problems, as agreed through global/regional strategies and programmes (with special emphasis on international initiatives such as GANP and regional initiatives such as Single European Sky);
  • Explain the key concepts for the planning of air navigation services and their interaction with other management processes;
  • Define the concept of integrated management systems, their advantages, and difficulties;
  • Define the concept of performance-based approaches applied to air navigation services;
  • Develop relevant interpersonal relationships skills as required in ANS management professional practice.

Primary Target Population

ANS professionals such as ANSP management staff, engineers, air traffic controllers, economists, lawyers and other employees of an air navigation service provider.
