Directors General of Civil Aviation Programme on Air Naviation Services
Goal
This executive programme is designed to strengthen State leadership and accountability in the provision, governance and oversight of Air Navigation Services (ANS). It aims to enhance participants’ understanding of the international ANS framework established by the Convention on International Civil Aviation and ICAO Standards, Recommended Practices, policies and regional planning frameworks, and how these translate into national responsibilities and executive decision-making.
The programme supports senior aviation leaders in guiding ANS modernisation and planning, aligning national strategies with global and regional priorities, and managing the strategic trade-offs between safety, capacity, efficiency, economic performance and international obligations. It also seeks to develop executive perspectives on digital transformation and crisis leadership, enabling informed oversight, resilient decision-making and the sustained credibility of national ANS systems.
Learning Objectives
After completion of this programme, participants will be able to:
- Apply ICAO planning principles to support State accountability, effective oversight and the development of national ANS priorities.
- Apply strategic leadership and decision-making principles to guide ANS transformation, leverage emerging technologies and strengthen preparedness and response to crises and operational disruptions.
Primary Target Population
This programme is intended for Directors-General of Civil Aviation or equivalent senior officials, their deputies, and senior executives responsible for Air Navigation Services policy, regulation, oversight and strategic planning.
