Applying Human Performance in Regulatory Activities (AHPRA EN): Online
Goal
This online course aims to strengthen participants’ ability to apply Human Performance (HP) principles across core regulatory activities. It focuses on integrating HP into State Safety Programme (SSP) processes, data analysis, development and improvement of regulatory material, approval and acceptance activities, and safety oversight, supporting more effective and risk-based regulatory decision-making.
Course Description
This 6-hour self-paced online course provides practical guidance on applying Human Performance (HP) principles within regulatory activities, in alignment with ICAO’s Manual on Human Performance for Regulators (Doc 10151). Organized into five modules, the course demonstrates how HP can be embedded in SSP implementation, the selection and analysis of regulatory data, the development of regulatory material, and the evaluation, approval, and acceptance of systems, equipment, and training.
The course also highlights how HP considerations enhance safety surveillance and contribute to the identification and mitigation of HP-related risks. Through short lessons, practical aviation examples, and review checkpoints, participants will learn how to incorporate HP concepts into everyday regulatory tasks to improve oversight effectiveness and safety outcomes.
Learning Objectives
Upon completion of the course, the participants should be able to:
- Understand the implementation of a State Safety Programme (SSP) and its link to human performance (HP) in regulatory activities.
- Describe key data types and sources used in regulatory oversight, including their advantages and challenges.
- Apply HP principles to the development and improvement of aviation regulations.
- Explain the application of HP in the design, approval, and oversight of systems, equipment, and training.
- Identify key HP factors in safety surveillance and determine effective strategies for mitigating HP-related safety risks.
