Goal

This course provides middle management level personnel in Civil Aviation Authorities and other stakeholders (see target audience) with the competencies to manage the implementation of Facilitation Standards and Recommended Practices, in accordance with ICAO Annex 9.


Learning Objectives

Upon successful completion of this course, participants will be able to:

  • Interpret the key provisions of ICAO Annex 9 - Facilitation
  • Develop a national framework for the implementation of Annex 9, considering the roles and responsibilities of different stakeholders
  • Implement effective facilitation strategies that balance security, safety, and efficiency considerations
  • Establish monitoring, compliance, and audit mechanisms for facilitation management
  • Enhance coordination and cooperation among stakeholders involved in facilitation processes

Primary Target Population

Middle management within Civil Aviation Authorities and border-control authorities involved in establishing and implementing the National Air Transport Facilitation Programme (NATFP) and National Air Transport Facilitation Committees (NATFC).

This could include:

  • Customs
  • Immigration
  • Health
  • Quarantine
  • Visa-issuing authorities
  • Travel document-issuing authorities and agencies responsible for disability affairs, foreign affairs, law enforcement
  • Other

Entry Requirements

Either successful completion of the Annex 9 - Facilitation course or a middle manager already familiar with management issues surrounding Annex 9 Facilitation.
