Goal

This course aims to equip participants with the knowledge and skills necessary to monitor the implementation of the National Aviation Safety Plan (NASP) by understanding the process of Safety Performance Measurement (SPM) and effectively utilizing ICAO guidance material and resources.


Course Description

This course will demonstrate the relationship between the National Aviation Safety Plan (NASP) development process and Safety Performance Measurement (SPM). As participants progress through the modules, they will gain an understanding of the process as well as an ability to use the ICAO guidance material and other resources to prepare to measure safety performance at the national level.


Learning Objectives

Upon completion of the course, participants will be able to:

  • Describe the key aspects to consider when defining the process for safety performance measurement (SPM).
  • Explain the use of standardized frameworks for identifying national safety issues, both organizational (ORG) challenges and national high-risk categories of occurrences (N-HRCs).
  • Develop related goals, targets and indicators with the use of specific points for consideration.
  • Explain how to measure the effectiveness of the NASP, including progress on implementing its SEIs, in terms of improving safety at the national level.
  • Compare the purpose of different ICAO resources, including key documents essential for different stages of the NASP development process and online tools particularly useful for SPM and the reporting stage.
