This course provides aviation safety inspectors with the competencies to conduct safety oversight functions in accordance with ICAO’s Universal Safety Oversight Audit Programme (USOAP). It prepares USOAP prospective auditors and ICAO Member States’ representatives to effectively perform on-site audit activities

By the end of this course, participants will be able to:

• Prepare for the pre-audit stage
• Deliver a clear and concise daily debrief
• Collect data and inputs to audit team leader for the draft report, as related to area of expertise
• Deliver a clear and concise closing debrief
• Demonstrate effective communication skills relevant to an auditor

• Module 1: The Preparation Phase
• Module 2: The Conduct Phase - Evidence
• Module 3: The Conduct Phase - Findings
• Module 4: Industry Visits and Closing Phase
• Module 5: ICAO Coordinated Validation Mission (ICVM)

·      Prospective short-term secondees from Civil Aviation Authorities.

·      Regional officers

·      Meet the minimum qualification specified by ICAO SL 15-035;

·      Successful completion of USOAP audit area CBT;

·      Successful completion of ICAO interview for USOAP potential auditor;

·      Sufficient level of experience as inspector; and

·      Previous involvement in USOAP activity at a State level
