Competency and Licensing of UAS and VTOL Pilots: Virtual Classroom
Goal
This ITP will provide Policy Advisors and Inspectors from Authorities, as well as Managers, Remot Pilots including Pilots Instructors, Pilot Examiners and other senior personnel from the industry and RPAS/UAS operators, the necessary knowledge, skills and attitudes to apply the regulations of the European Union for competence of UAS/RPAS remote pilots in accordance with ICAO Annex 1. Personnel Licensing, July 2022.
In addition, the ITP will provide competencies to apply the EU Regulations for personnel competence in the open and specific categories of UAS operations (i.e. Regulation 2019/947, 2020/639 and 2020/1058), including related responsibilities of UAS operators for training and operations.
Finally, the ITP will provide participants with the competencies required to apply requirements for on-board pilots of VTOL Capable Aircraft (VCA; type #3 certified operations) based on EU Regulation 2024/1111.
Learning Objectives
Upon successful completion of this course, participants will be able to:
- Apply competency-based training, based on ICAO and EU regulations applicable to the open and specific categories, as well as to on-board pilots for type #3 certified VTOL Capable Aircraft (VCA) operations;
- Apply the EU provisions on competence of other personnel (e.g. visual observers and fleet managers) under responsibility of the UAS operator; and
- Implement the competency-based training and assessment process for training of pilots in all categories of UAS operations, including accreditation of organisations and examiners.
Structure
- Module 0: Introduction
- Module 1: Application of rules and AMCs for competence of UAS/RPAS/VCA pilots
- Module 2: Compliance of Approved (or UAS) Training Organisations (ATO and UTO) and Qualified Entities (alias RAE - Recognised Assessment Entities), for UAS/RPAS/VCA training and assessment, including Instructors and Examiners (alias Assessors)
- Module 3: Respond to ICAO and EASA audits and inspections in the Personnel Licensing (PEL) area with respect to UAS/RPAS/VCA
Primary Target Population
- Policy Advisors on transport and civil aviation;
- Inspectors from competent civil aviation authorities and qualified entities (in particular those involved in flight standards);
- Managers of quality, safety, compliance, training or operations of UAS, RPAS or VCA;
- Instructors, examiners and competence assessors.
- UAS operators expecting to operate with RPAS in Certified category.
Secondary Target Population
- Pilots and other personnel involved in UAS, RPAS or VCA wishing to further develop respective careers;
- Middle managers, policy advisors, rulemaking officials of CAAs from Departments other than flight standards;
- Personnel of Air Navigation Service Providers (ANSPs).
Entry Requirements
- Good command of English language;
- Three years of experience in traditional aviation, or one year of experience in drones;
- Basic knowledge of civil aviation with emphasis on air navigation;
- Passed the asynchronous online STP course UAS-INI.
