Goal
The Air Transport Regulations Issues online course provides a general overview of the fundamentals and complexities of regulatory regimes that are applicable to international air transport in such areas as competition, taxation of air transport operations and management of airports.
Course Description
This online course will help participants explore issues regarding the regulatory content of competition, and explore consumer concerns and passenger rights, and the protocols required for consumer protection. The course will help participants describe the resolutions and recommendations on the taxation of international air transport operations. The course will then help participants examine the limitations of efficient management of airports, such as slot allocation and night curfew, and discuss possible solutions to these areas. Finally, the course will help participants understand the liberalization principles and modes of supply of GATS.
Learning Objectives
Upon completion of the course, participants will be able to:
- Explore issues related to the regulatory content of competition, including:
- The aim and purpose of competition law
- Context and conditions of unfair competitive behaviours
- Regulatory challenges related to air transportation and competition law
- ICAO Guidelines regarding competition
- Explore consumer concerns and passenger rights and the protocols that are set in place for consumer protection.
- Discuss the resolutions and recommendations on taxation of the operations of international air transport.
- Examine the limitations of each on the efficient management of airports, and discuss potential solutions, including:
- Ground Handling
- Slots Allocation
- Night Curfew
- Airport Privatization
- Outline the liberalization principles and modes of supply in the General Agreement on Trade in Services (GATS).

Certificate
The Final Exam consists of 20 multiple-choice questions. You require a grade of 80% to pass, and you are allowed 3 attempts. Upon successful completion of the exam, you will receive ICAO’s e-Certificate.
